There is only one way for Rome to get pikemen: get a client state that can recruit pikemen. Then, with some patience, you can levy pikemen from your client state.

Why are the pikemen so weak?
The pikemen are completely weak in comparison, because they either get ouflanked, if formed deep, or beaten by heavy/medium infantry if formed more shallow (like the guy did in the online battle; he didn’t want to get outflanked, so was only in 2-3 ranks, but this made it easy for my ally to thin his numbers with thrown thureos spears).
